The task of an Ortskommandant was to maintain order and stability in an occupied town. He was responsible for the infrastructure and for the accommodation, provision and relaxation of quartered troops. The influence of Ortskommandant Prasse, however, reached far beyond that. He was a notorious figure because of the many rules and regulations he imposed on the Roeselare population. It was not long before the first inevitable conflicts between the two parties arose. Mayor Mahieu repeatedly acted as a conciliator.
